About APICC
Prologue
In 1996, there was a gathering of the 5LOMs Conference during ASPAC.
The 5LOMs are Tokyo JC, Seoul JC, Taipei JC, Singapore JC, and Hong Kong
Victoria JC

We suggested that we should have forums that are not too formal but focusing
on
intensive discussions. Sometimes during official JC conferences, it is
quite difficult
to talk about serious intensive matters.
Because of this, the A.P.I.C.C. was launched. We, Tokyo JC, suggested that
conferences
be held among these cities. This would make us closer in distance among
each other and
able to talk real intensively.
A.P.I.C.C. is the abbreviation for Asia Pacific City Conference.
In 1997, Tokyo JC organized this conference. The theme was to deepen mutual
understanding
and talk about any subject matters such as economic, environment, and
security.
History of A.P.I.C.C.
The first annual Conference was held in Hong Kong in 1997.
Tokyo JC and Hong Kong Victoria JC were joint organizers.
At that time, Hong Kong was turned over to China, and it was important that
China and Taipei
was set at the same table during the Conference.
The second Conference was held in Philippines in 1997 right after the World
Congress.
The theme was whether China (All China Youth Federation) would be able to
join JCI because
Taiwan JC is recognized as NOM from Republic of China JC.
We, Tokyo JC, suggested a joint boys soccer tournament project.
However, due to budget and economic matters, this project did not go
through.
The third conference was held in Tokyo in 1999.
This was held the day after the Tokyo JC 50th Anniversary Ceremony.
Discussions were held about history textbooks describing post world war II.
Every participating chapter brought their textbooks.
The fourth conference was held in Taipei, Taiwan.
The theme was whether to implement the JCI creed.
Importance of A.P.I.C.C.
To create successful events, it is important to choose the right Chairperson
and right theme.
We need to make sure that conferences are managed under mutual understanding
and recognize strong relationship with each member.
It is a good opportunity that Tokyo JC try to deepen our relationship and
promote
mutual understanding with the PAN Pacific neighbors. As for LOM, more
members should be involved this conference.
APICC should not be only open to JC members, but also to any group of
people.
It is important that all participants have the same value.
We invite All China Youth Federation and we hope they understand
what we do and through this event. And it is important that have a same
table with us.
In the future, if we have a chance to invite people from North Korea, that
will initiate
our regional secure with civilized level.
Lastly, we also propel joint project under our mutual understanding.
Tokyo JC established a sister treaty with Seoul JC in 1989.
Also, we established treaties with Manila and Taipei the year before last.
This makes APICC more meaningful. As a result, this city-wise exchange will
lead peace in our region.
We believe that APICC will play an important role in civil diplomacy.
We believe that the continuation of APICC is our duty.
