Now in the new century, local sovereignty is being demanded.

As the nucleus of our society moves from the nation (totalitarianism) to its component the region or individual, a social structure in which there is mutual recognition of a diversity of values is demanded. In order to actualize this, we must look hard at the form of state that should be in place, understand the role the state and regions should be responsible for, and develop a movement for constructing a social system that establishes local sovereignty. Regional reorganization is not simply a changing of demarcations, but reorganization that examines the future form of the nation.

As a political system that reflects the respect for individual and regional wishes and autonomy, the introduction of a system by popular vote of the prime minister that is a form meeting the Japanese national character is required. This involves the construction of a tax and financial system for establishing regional autonomy reflecting a respect for regional independence and autonomy; the introduction of a system of states that makes this function more effective, and; the development of educational reform that incorporates revision of educational standard laws, with the aim of establishing an educational system that fosters a good balance of individual autonomy and public spirit of individuals who are the regional torchbearers. To help put these reforms in place, I would like to initiate a reform movement and implement drastic structural reform in Japan with the cooperation of other committees.
