Tokyo Local Project Planning Council was inaugurated to strengthen the parallel links between the chairperson of each regional committee in the 23 wards of Tokyo and the director responsible for them by gathering them together. Through the convening of Tokyo Local Project Planning Council, the twenty-three ward committees can utilize, based on the Tokyo JC fundamental policies, the regional characteristics of each while developing campaigns or projects that are more significant and more effective. Also, depending on the situation, exchanges between the policy committee chairperson and its coordinating director can increase the depth of a regional campaign. In other words, discussion involving many people, not just people in a particular area, can create a movement with a broader focus for each region's project. Because of this, it becomes possible to develop a movement that incorporates a perspective of national awareness based on each regional committee of Tokyo JC that serves a role in the capital Tokyo. The twenty-three ward committees will hereafter aim for a "Tokyo JC that was first needed by regions where we live".
