<When motivation is stirred, the Junior Chamber is there>
As we arrive at a new age of dreams and desires, we are surely on the verge between big reform expectations and the resolve and pain of adopting reform. However, with just over 50 years of rebuilding after the war, even if we accept the past has been rich, if this is the Japanese Nation that resulted from rapid development and progress, we are confronting a society that must change. Indeed, we must have high aspirations, which is something that certainly can change.

In a modern society that tends to overlook the vitality within an individual, a murky feeling continues in political, economic, and social circles. From this bewildering age is being firmly constructed a network society supported by independent individuals. When individuals or NPOs start working together to create a better society with the aim of improving the benefits or value of regions as a whole, the Junior Chamber will always be there.

In order to create an age with dreams and desires, each and every one of us must further accept personal responsibility to stir up action for creating, to use a new term, a motivated citizens' society based on a new age that proclaims the creation of a century of motivated citizens.

"Motivation" inevitably exists when the Junior Chamber sets to work.

<Transition from a time when JC stood alone to a time when JC stands with others>
JC stood alone after the war when individuals were caught up in their own lives, when it was time to begin our duties as youth to reconstruct the nation and society. The Great Hanshin Earthquake was the catalyst for a rapid increase in NPOs (not-for-profit organizations) in various fields and this accompanied various bills and enactments. As we now shoulder responsibility for the core of society, we have come to an age when JC stands with others to further display responsibility as an intermediary for various NPOs.

Various education, welfare, economic, environmental, international, and political problems exist in a diversifying contemporary society. Taken as compounded problems, not just singular entities, we at Junior Chamber should utilize our ability to gather young financiers with clearly-held civil awareness and viewpoints, construct deeply trusting relationships through NPOs, industry, and government, and thereby engage in problem solving based on mutual cooperation.

The essence is to find problems rather than solve them
In order to create an effective and efficient movement it is necessary to conduct proper awareness surveys and analyses and, upon ascertaining what are the essential problems, create policies and then develop a movement based on the twin aspects of 'individual awareness reform' practiced in regions, and 'social system reform' that is promoted focusing on the capital Tokyo.

Society will certainly be moved to action if we at Junior Chamber are forever aware of our enormous responsibilities to society - the public good - and develop campaigns that aim to build a cooperative social system.

<Potential of Tokyo JC to activate a motivated citizens' society>
The Junior Chamber must build a model with the required building blocks one by one, utilizing the backbone of public spirited people who will activate the motivated citizens' society. Another important point is for different businesses to publish clearer campaign objectives, set up a structure that enables campaign development throughout the year, and also reform the development of campaigns that link people within and outside the organization. It is also indispensable to have an organization with the twin aspects of "regional application" for establishing a system that utilizes the 23 wards as active bases, and enabling effective wide-spread affiliation and membership growth, and actualizing problem identification and policies, and "policy planning" for analyzing problems and effectively developing campaigns.

Furthermore, in order to have an effective movement not only involving immediate members, we must also promote reform of the organization or management so as to actively involve non-members with specialist knowledge or skills.

In the last several years we have conducted many regular meetings and cooperative tasks by a project system of new trials, but in future we will conduct even more efficient operations. We will also carry out reform conforming to the times, such as revision of rules and regulations, active application of IT, and the conduct of paperless conferences.

From a financial aspect also, we will adopt a method that builds up the reputation of the movement. This will involve not stopping at just internal funding but include the active implementation of subsidy applications or revenue projects. We will thereby carry out more thorough operations.

The society we idealize is a form that can be actualized now. 'If Tokyo changes, Japan will change'. This potential is already within each one of us. The potential for creating awareness and action through various campaigns is both within you and within Tokyo JC.

The Tokyo Junior Chamber in the 21st century began with high aspirations of 'creating a foundation for 100 years'.

'One cannot do anything by oneself, but nothing can be done without a start by one person, and I am that person'
Regional societies have already seen the establishment NPOs popping up due to the endeavors of many people with noble aspirations. This is eliciting the formation of a motivated citizens' society. Some day, when our ideal has been attained, and when the ideal society has arrived, the role of the Junior Chamber may come to an end. However, in whatever ideal age, Jaycees will be the ones who actively and boldly take that next step to proclaim the next objectives.

On the way to realizing a bright, prosperous society, should we not as Jaycees activate a motivated citizens' society with the limitless force possessed by each of us?

With high aspirations and a strong conviction, I, as the 53rd chairman of the board of directors, accept my responsibility to forge ahead to achieve our ideals with all Jaycees who will set in motion this motivated citizens' society.
