[Roles and Mission]
1. Considering the current state of society, what kind of roles is the Tokyo JC
movement shouldering?
2. Where is the movement currently placed?
3. What further should we do now?
The view now is to switch to a movement that implements a number of policies proposed
in the past, while clarifying the above issues. Converting great policies into
a movement and implementing them requires the power of each and every member.
Let us together develop an even more powerful Tokyo Junior Chamber! |

1. Message based on the slogan "Let's change to a regional type society!
Let's create an active Japan!"
I recall a sense of vigor and feel strong as we set off. Living in a society that
cannot wait for things to happen, in everything we do we should conduct our activities
based on self-respect as young economists and set alight with enthusiasm the people
around us. A new era of the JC movement is coming into fruition.
2. From policy proposals to implementation
Through a movement in which the Tokyo JC proposals are understood externally also,
we will explore further the needs required of Jaycees by listening to other opinions
including many critical views. Such a passionate movement will be the first step
towards realizing our policies. |

We will endeavor to provide support from all directions so that better results
can be obtained from each project planned by the different committees. It is my
request that all chairpersons, committee staff members, directors, and administration
personnel work together throughout the year under the motto,"seriousness
delivers wisdom, half-heartedness delivers foolishness, and no excuses for vagueness". |

Centered on the Tokyo JC education vision of "Education of children who love
this country and have independent and challenging spirits" and education
slogan of "issues related to education that involve responsibility and self-awareness
as parents, adults and regional citizens", we will conduct our activities
so as to unify home education, school education and regional education by enhancing
home education, improving school education, and strengthening regional education.
In particular, we will improve the power of regional education and aim to establish
an independent-type society by proposing regional education promotion regulations
and developing the movement towards realizing them. |

We will become intermediaries and try to reform society into an independent type
one, and thereby shake up regional society. In concrete terms, we will change
the "Administrative Man 's Meeting " into the "Administrative Person's
Meeting " that was raised at last year'fs Vision Tokyo 2003 and, with the
help of regional committees, and LOMs or NPOs of the Tokyo Bloc, bring about reform
to regional administrations. Without a bridge to regional administrations this
will not be realized so I hope I can count on everybody's support. |

We will conduct activities that look squarely at "bringing about an independent
regional society with a good balance between the public aspect and individuals,
and constructing a nation assembled of such", centered on two issues: implementing
a "medical insurance system reform plan" proposed last financial year,
and measures against the decline in the numbers of children, which will be tackled
this financial year. The policies of the former will be researched and the plan
will be codified through strong lobbying to each related organization. The latter
will be realized through a "gsociety that supports childbirth or child rearing"
based on a movement that covers both social-system reform and reform of individual
awareness. The methods for both will involve other committees within Tokyo JC
from the outset conducting practical activities in cooperation with other organizations.

By establishing a regional sovereignty type of social system presupposed on each
individual being aware of their obligations and rights and responsibilities, we
will construct a social system in which citizens can directly participate in the
management of the regional society and that can adequately cater for individual
views. As a result, we will bring about a spirit of self-help and independence
among individuals that will be indispensable for reproducing the real Japan, elucidate
the roles of individuals, regions, and the nation, and develop a movement that
helps to rectify a social system currently dependent on central authority. |

t has been five years since the NPO System was enacted due to the efforts of the
community. Activities for the public good that have taken root in regions are
now being conducted by close to three thousand NPOs in 23 wards. We are carrying
out practical projects to introduce the "public benefit selection 1% system"
to support NPOs that are active in regional societies. The Tokyo JC will also
define once again the NPOs it has in mind among the various ones that exist and
set up evaluation criteria for them. Furthermore, it will also examine ways for
JC to respond to public benefit organization reform that will come into effect
in two years. |

We should be thinking throughout the year what the role of Japan is in international
society and what really is an international person. There is considerable criticism
of Japan for being diplomatically inept, but how many of those who criticize have
had interactions with foreign countries? And, have they ever participated in activities
that contribute to international society regardless of whether it is in Japan
or abroad? The sports world is a good example: how many really professional athletes
are there in comparison to the millions of fans and amateurs? In the same way,
the lack of awareness or apathy towards other countries by people in general is
without question connected to the current diplomatic ineptness. With this in mind,
the significance of international exchanges we private individuals have is enormous.
We can be international citizens able to grandly boast of our own country yet
genuinely appreciate the benefits of somebody else's country. Let us strive to
be international citizens who truly understand and love our own country more than
anything. |

It has been a long time since I heard the term "10 years lost", but
the Japanese economy continues to show no signs of recovery. In order to realize
a "bright, prosperous society" there will need to be policies that can
lead the world in the economic field also. Jaycees are the young economists who
become accountable for the Japanese economy in the 21st century, and they should
ask the following questions from the viewpoint of the young: "What is the
starting point to activate the Japanese economy?" Or, "Which of our
strengths should we use to build the economy?" We will evaluate how structural
reform of social systems (economic environment) such as taxes and finances, financing,
and deregulation proposed by this committee in the last three years is being realized,
by collaborating with the Ministry of Economy, Trade and Industry or other different
economic bodies. |
