| Message from the Executive Vice President |

Kazunori Ishiseki
Executive Vice President
My name is Kazunori Ishiseki and this financial year I have been appointed Executive
Vice President in charge of international affairs, regular meetings, and JC movement
evaluation. Based on the motto, "Let's activate regional society! Let's create
an active Japan!", Tokyo Jaycees are working together to fulfill their roles
so we become an organization in which the JC movement can be promoted. Today,
citizens have a strong awareness that "things will not get done like this"
and "I have to do it myself". Based on cooperation with such individuals,
we are one step at a time steadily establishing a "regional sovereign type
society of independent citizens", which is the form of a "bright and
prosperous society", which is in turn the JC ideal. |

Chiaki Takagi

My role is to fulfill a coordinating function for developing policies and movements
that are consistent and coordinated in terms of the Tokyo JC policies.
In order to enhance the movement so that policies go beyond mere proposals, we
will bring about a sense of unity between the policy movement and district movements.
I would like to promote the development of the movement by encouraging an exchange
of opinions with different administrative bodies, and cooperate in concrete ways
with other organizations, NPOs, administrative bodies or industry to help realize
the policies. |

Katsuyuki Takahashi

A vast amount of assets were lost in the last 10 wasteful years, but this has
also been 10 years of growth of citizen-based movements such as NPOs. The Junior
Chamber is not alone any more. We have also come to a time when we need to look
clearly at what the JC can do as an organization. If we just extol that we are
aiming to create a bright and prosperous society, we will probably become alienated
from the public.
A path for action exists precisely because we are young. Let's develop
a movement this year by shaking up society with the spirit of one nation, but
with our feet firmly planted on the ground. I look forward to working with you
all over the next year. |

Taketoshi Nishimura

In Japan and its capital Tokyo, which have been faced with many difficult issues
of late such as the poor economy and the issue of Iraq, the movement of the Tokyo
Junior Chamber for FY2004 has got underway.
As can be seen from this year's slogan, in order to proceed more effectively
and efficiently than movements up to last year, we will first bring about concrete
action based on a regional society and change the society in Tokyo and Japan.
Big things are anticipated from the activities of the Tokyo Junior Chamber in
FY2004. |

In anticipation of the 55th anniversary of the founding of the Tokyo Junior Chamber,
it is more important than anything to have a common awareness of the goals and
significance of the movement for further continuing the organization as one needed
by society as "an assembly of young economists possessing clear awareness
and perspective".
For my part I intend to put every effort as Senior Executive Director for FY2004
into helping all members of the organization to understand fully the movement
and its organizational management and become better leaders (instigators of reform)
with a spirit to contribute to regions, companies and the home. I hope members
will try to deepen their understanding of the Junior Chamber and cooperate with
us even more. |
