In today's Japan, people tend to be hands-off, indifferent and irresponsible, while the governmental administrations and policies are preoccupied with preserving and reinforcing their own status and interest, postponing the resolution of problems without even envisioning an ideal image of our nation. With these problems being unsolved, we cannot create a promising and energetic future of ours. We, living in such an era, need to discuss Japan's future in earnest and tackle the things to do now seriously. All the members of Tokyo JC should be in the forefront of the movement, and should take actions together. For the next generation of Japan, Tokyo JC will discuss from the perspective based on the image of the country Japan should pursue, and will act practically, to reform our society with a sense of mission and courage.
2. FUNDAMENTAL POLICIES
Basic orientation of our movement
・Movement to facilitate regional self-reliance and citizens' independence by promoting the social participation of citizens.
迭egional self-reliance is to build a local community that has a responsibility in the issues such as jurisdiction and finance, without relying on government officials and/or administration. Citizens' participation is essential for regional self-reliance; the citizens proactively participate in it are the independent citizens supported with their actions and responsibilities. Further facilitating 田itizens' proactive social participation projected in FY2005, Tokyo JC will promote the movement to accelerate regional self-reliance and citizens' independence.
Themes to be focused on
・Future-oriented policy proposals with a clear vision for the country
In order to realize a society with self-reliable local communities and citizens as an ideal nation, Tokyo JC will propose practical policies. What is the country image Japan should pursue? What kind policies should we have to take and how many years do we need for that? We will propose ideal aiming, future-oriented policies, not stopgap measures.
・Practical movement toward reform of the local administrations
In order to realize society of regional autonomy by independent citizens, it is necessary to build the system in which citizens' voices can be reflected as well as the system that supports citizens' organization responsible for the administration of the local society, and to execute an administrative reform accompanied by the financial reconstruction including the reduction of officials' roles. Tokyo JC will design our proposals for the reform of local administrations, and promote the movement to realize it.
・Reinforcement of our linkage with the external organizations and individuals aiming to realize our policies
In order to realize our wills (policies), Tokyo JC needs to maintain our linkage with a wide range of the external organizations and individuals, including citizens, citizens' organizations, companies, and governmental organizations, as well as local Junior Chambers (Local Organization Members: LOMs), Junior Chamber International Japan (National Organization Member: NOM), and Junior chamber International (JCI), thereby promoting the prevalence of the movement. By strengthening our linkage with any types of the external organizations and individuals, Tokyo JC will step out to realize our policies.
・Efficient operation by a self-reliant organization for practicing effective movement
As a model to promote independent citizens, Tokyo JC will conduct a structural reform to allow our own proactive activities initiated by Jaycees. Tokyo JC will operate efficiently and promote movements effectively, by structuring a self-reliant organization in which role sharing and transfer of authority are clearly defined so that the members can take the operation as a mission, not a duty.
